manpages includes files *exclusively* in /usr/share, which is allowed to be shared (NFS or similar) to any machine running the same "distribution"/suite (even if it's running a different architecture). So /usr/share/man (at least) could be visible to other machines, where a man-browser is installed. I think it's preferable and/or deliberate to avoid putting man-browser in a strong depends/recommends.
