Ok, your message got me thinking and I realized it's not a problem with XFCE but with GDM3, only that it manifests while logged in. I guess you're not using GDM as your login manager, right? Apparently, there is an option in Gconf (/apps/gdm/simple-greeter/settings-manager-plugins/a11y-keyboard/active) that, if enabled, captures some keys for accessibility.
