I can reproduce the problem with your command line, but it works
for me running:

  sudo grml-debootstrap --vmfile --vmsize 1G --target ~/qemu.img --nopassword

... so dropping the --nopackages options solves the problem for me.
(Side note: That's because grub-pc is installed through the packages
step, I'll try to come up with a sane way to address this grub
issue.)

I'm wondering why dropping the --nopackages option doesn't work
for you. Can you please run grml-debootstrap under bash -x and
provide its output to me?
