As we discussed on IRC zlib only supports the deflate compression method which means that it can't cope with anything else. I guess this version of PKZIP either predates deflate or only uses it sometimes. To reliably uncompress ZIP files I would suggest that ClamAV uses info-zip or something (for speed perhaps only doing that if zlib barfs on the file).
