Dear Maintainer,

Hallo, I was trying to make my programm a little more user-friendly and show the
cause of a error thrown by libconfig.

However, I found out that several Exceptions do not specify the access level to
the member function <exceptionclass>::what().

I think this is a bug, as they should be public.

The following clases have private what():
SettingTypeException
SettingNotFoundException
SettingNameException
FileIOException
