It is pretty insecure to deliver to system account (account with uid < 1000) Exim do some work on this field http://pkg-exim4.alioth.debian.org/README/README.Debian.html#id305115 It will be nice to have an alias expression that redirect uid < system account to root alias by default if not present in alias file.
