Yes.

Many users install TeXLive without having any idea that it includes
SageTeX, and later when they install Sage and try to use SageTeX, their
TeX system automatically finds the (outdated, mismatched) version of
sagetex.sty and typesetting fails. They are experiencing this problem
through no fault of their own, so it seems reasonable to make a small
change to the packages that will affect no one except these Sage users.

Sage is not distributed by Debian. (It used to be, in the sagemath
package, but keeping it updated was too difficult for us, so it was
removed.) So there is another reason to remove the SageTeX files: they
are useless without software that is not available in Debian, and when
you install that software manually, you get SageTeX with it.

I can confirm that blacklisting the files will solve the problem. If you
remove /usr/share/texmf-texlive/tex/latex/sagetex/sagetex.sty from
texlive-latex-extra, that will solve the problem. Then, for consistency,
remove the directories /usr/share/doc/texlive-doc/latex/sagetex/ and
/usr/share/doc/texlive-latex-extra-doc/latex/sagetex/ (and all files in
them, of course) from texlive-latex-extra-doc.
