When you minimize emacs with Ctrl-Z and then restore it, either with Alt-TAB
or via the Activites screen, then the cursor disapperas and emacs stops
responding to any user input.

If you maximize emacs and then restore the window then the cursor reappears
and it continues to work normally.

Note that the problem does not occur if you minimize emacs using the mouse,
only using Ctrl-Z.

This bug has already been reported and fixed in Fedora, so you can
check there for description and patch:
https://bugzilla.redhat.com/show_bug.cgi?id=711739

What I understand from the patch is that it has something to do with handling
_NET_WM_STATE_HIDDEN and that this has been fixed in the upstream version of
emacs.
