I checked all possible setups on my system and they all work. Which kernel do you have? Does it still happen with the latest 3.1 kernel from sid? Also what happens of you change the setting of DISPLAY_DPMS in /etc/default/acpi-support? There were some problems in -9 that may have resulted in this part of the code not being executed at all. So maybe that fix made another problem visible.
