tags 515751 + wontfix thanks Hi David,
to use vpnc as ordinary user, have a look at network-manager-vpnc or kvpnc. For vpnc itself I don't think suid is going to happen any time soon. /usr/sbin/vpnc currently has an option --script, and by default relies on a shell script /etc/vpnc/vpnc-script to handle routing. For upstream discussing these issues, see for example http://lists.unix-ag.uni-kl.de/pipermail/vpnc-devel/2010-July/003459.html for a summary and http://www.gossamer-threads.com/lists/vpnc/devel/3444 for the whole thread.
