This debconf screen probably should show a weblink to the D-E wiki's GettingStarted page.Not sure if a debconf template is the correct approach. We could add some text to the KDM/GDM background image telling people to look at some URL for information on how to proceed. For non-GUI installs we could show some text before getty starts. We could add a debconf template during d-i to show some information before the first boot.
I recommend not duplicating to much info at different locations. The source of information is the D-E wiki. So I consider it sufficient to direct people to it by giving them a simple notice: ,,Great you are done, if you do not know how to proceed--and even if you know--please take a look at the GettingStarted page in our wiki.'' I would not do this during D-I runs, I like a tweaked background image or a pre-getty text. However, only for the main-server profile.
We could also use the graphical installation by default and rewrite d-i to allow us to show text in the unused part of the screen during installation.

At the moment we expect people to be able to log in on their own, and then show a web page of our choosing. I agree that this might be a bit late for those failing to understand that they need to log in as user localadmin with the root password they provided during installation.
The German debconf template when entering a password says that you enter the root password for the system. A new D-E user cannot imagine that this password is re-used at loads of places during installation (Kerberos, Samba-Administrator, GOsa super-admin, localadmin, etc.).
I would love to see this feature added to improve usability for teachers.
