It simply blocks the offending CSS file which would cause Firefox to render the page wrong. I must admit that I have not tested FCKEditor with the patch given in the initial bug report. But under the circumstances, an update to MediaWiki >= 1.16 seems very sensible to me, although I don't see anything > 1.15 in the Debian repos.
