I only had a rough look. There are some parts that sound theoretically problematic, but these terms also appear in the files already shipped in Debian, in texlive-base (e.g. /usr/share/texmf-texlive/tex/generic/hyph-utf8/patterns/hyph-hsb.tex) so I’d not worry too much. I’ll commit it later today (if it turns out that I have write permission).
