You really should supply the actual version of the package when reporting a bug. The Debian revision is important. If you delete these directories it is unsurprising that the package does not function correctly. The nearest I can see to a bug here is that the value set for noactive in the configuration file is ignored - if the option is specified at all downloads of the active file are suppressed.
