"foreign" is correct for any package that provides only an exec() interface
to its reverse-dependencies; however in general I've only been pushing such
a change for packages that have actual multi-arch: same reverse-dependencies
(i.e., libraries as revdeps), since otherwise it just makes the packages
file bigger for no discernable benefit.
