I think this just indicates that GPG support is enabled, which is the default. See the %GnuPG config hash in </usr/share/request-tracker4/etc/RT_Config.pm>. Downgrading, as it doesn't actually break anything, AFAIK, but I will check with upstream about their rationale for having it enabled by default.
