On general file changes, yes. But again, a package must not change
conffiles with scripts, as this will lead to unexpected dpkg conffile
prompts and configuration diversion during upgrades. This only works
for configuration files which are not managed by dpkg, but
handling/upgrading them is a lot harder and much more error prone.
