I am already aware of the new versions of Class::DBI and keeping up with development on the module. If you had read the notes in this package about the new release strategy you would note that minor revision numbers are considered 'unstable' releases and may contain changes that are later reverted. See "ELEASE PHILOSOPHY" in the upstream README. I'm not convinced that subjecting Debian users to possible quickly varying APIs is a good idea, even if it is for sid and etch only right now. According to the upstream strategy 3.1.0 will be the next stable release and I am planning to upload that package. I could upload 3.0.0 but as that is identical to the current version in Debian (except for version number, of course) I see little point.
