As reported downstream in launchpad, dpkg-mergechangelogs fails trying to merge
the gcc debian changelog:

Reproduce with the attatchments on that bug, and:

    $ dpkg-mergechangelogs changelog.BASE changelog.OTHER changelog.THIS

This is caused by this block appearing, which as an invalid version:

    egcs (ss-970814-1) experimental; urgency=low

      * Initial packaging (of initial snapshot!)

This particular issue was introduced in dpkg 1.16.0.1  - specifically the 
changeset:

    0cacb0c3a1d1f837c957f3917a040ace6d60f9e7
    Dpkg::Version: update version_check to forbid versions starting with non 
digits

So, the change was deliberate, but the effect on dpkg-mergechangelogs seems
unintended.

Note that this bug is not present on my system with dpkg 1.15.8.12 so in some 
senses
it's a regression, though invalid versions were not explicitly handled then 
either.
