Eh? How is this "wishlist"? The bug here is that it is possible, using only Debian-provided packages and the Debian dependencies system, to get the system into a state where it is not possible to compile modules for the currently-running kernel.
That sounds like a pretty serious problem to me, and certainly not a wish-list item; I'd think it would break packages which need to compile modules for each install or upgrade of the package, e.g. dkms module packages. If the problem can't (yet) be fixed by updating the packages in question to actually work again, due to compile problems or whatever else, then it should at the very least be fixed by modifying dependencies so that the system will refuse to get into that state. (Honestly, I think it might be a good idea for each linux-image-* non-metapackage to at least Recommend the package for the compiler with which it was built.
