Dear Maintainer,

while reading the documentation, I noticed that the hyperlinks in the
pdf documentation (in /usr/share/doc/quagga-doc/quagga.pdf.gz) are
broken.

The links are like "undefined [Supported RFCs], page undefined" whereas
they should be "Section 1.4 [Supported RFCs], page 3".

I briefly tried to build doc from source, but got the same problem, don't know
if it is related to upstream or packaging.
