Probably the error message needs improvement. For now, some quick answers: Recommends are installed by default unless you override APT::Install-Recommends. The git-email package only recommends libnet-smtp-ssl-perl instead of depending on it because the "git send-email --smtp-encryption=plain" is supposed to work fine without.
