Please block posts that are more than half non-English to English-only
lists because by definition these posts cannot be on-topic and are
probably spam.  Similarly, blocking non-Spanish posts to Spanish-only
lists, etc. would be great, too.  I suspect libtextcat can be pressed
into use here and it is very good at determining the language of a
given text with few false positives.

I suggest the 50% standard because sometimes people who are not fluent
in English post in their native language and English both in hopes of
communicating more effectively, and this threshold would permit such
posts.
