Probably because that specific manpage has enough strings according to po4a settings, maybe. This is indeed not a bug, but a feature of po4a : if the PO file is incomplete, the parts that are not translated are replaced by the original English. It allows partially translated work and, for instance, avoid not using a translation because only a few strings are missing.....and also avoids losing information. So, I would not recommend keeping opened bugs if a translation is partial.
