As I said [1], I do not think that disabling apt-listbugs is the right
thing to do. But, of course, it's up to you to decide what the users of
the Debian packagekit package will be able to do with it.

As I said previously [2], I would need help to find a way (library or
something) to interact with users via debconf from a program written in
Ruby.
Moreover, I am not yet convinced (see again [2]) that a DebconfFrontend
would be (necessary and) enough to make apt-listbugs work well with
packagekit.
