As I said [1], I do not think that disabling apt-listbugs is the right thing to do. But, of course, it's up to you to decide what the users of the Debian packagekit package will be able to do with it. Moreover, I am not yet convinced (see again [2]) that a DebconfFrontend would be (necessary and) enough to make apt-listbugs work well with packagekit.
