In im-switch, internally, we have 

GTK_IM_MODULE="thai"

You have your hook script with 
GTK_IM_MODULE=thai-libthai

So you suggest to use this for im-config too.  make sense but what
should we do for GTK_IM_MODULE="thai"???

As I right click, I get many alternative input methods for other
languages such as Vietnamese etc. ...  
I certainly see many modules in /usr/lib/gtk-3.0/*/immodules/*.so
Oh, listed name I see is Thai-Lao .. Wait that is for im-thai.so

Hmmm...  gtk3-im-libthai is different from im-thai?

??? How do they work?  They both seem to use 
XMODIFIERS=@im=BasicCheck

I am not familiar with these gtk internal IM etc.

This key is usually daemon program which IM connect to.

Does this have such program?
