Yes, more or less.  I'd like to see request-tracker4 depend on
"rt4-webserver", where rt4-webserver is a virtual package provided by
either rt4-apache2, or rt4-starman, or rt4-whatever, each of which in
turn depends on the appropriate webserver.

I don't run request-tracker4 under Apache, as a rule, so it's silly to
have to install and then disable apache2 on an otherwise stripped-down
VM.
