Ok, this idea i could have myself ;-)

We have a definite match here: As soon as I enable mod_ruby, things go astray. So there is definitly some cross-effect between ruby and mod-itk, whatever it is.

For myself this is good enough of a solution, as I do not need mod_ruby. I got it into the system with some test app I installed and not fully cleaned up after it.

You might want to investigate it however, as there is a similar post to this bug on the mpm-itk mailinglist a few months ago. Maybe just flagging it as incompaitble by a dependency would be at least a bit of a start to avoid others to have this problem.
