I have Debian Sid, linux-image-3.1.0-1-686-pae version 3.1.1-1 on a ThinkPad 
T60, and
cups version 1.5.0-12:

 $ lsusb

connected to an HP Laserjet 4 Plus. There is no "/dev/usb" until

 $ sudo modprobe usblp

 $ dmesg
