Package: usb-modeswitch-data

Hi!

This package is using not+linux-gnu Provided by type-handling as
alternative for its udev Depends. Given that we want to get rid of
type-handling (see [0] for detailed reasons) this would make the
package uninstallable, and as usb-modeswitch is using libusb it
seems to be in principle portable.

So what about moving the udev Depends to the usb-modeswitch package?
It would not be entirely correct as the udev rules file is shiped in
usb-modeswitch-data, but as the package is arch:all there's not many
options while keeping the arch as it is. Something else could be to
demote the udev Depends to a Recommends and keep it in
usb-modeswitch-data. Or yet another option would be to switch the
package to arch:any (but that would only be needed due to udev rules
file which seems a bit excessive).
