Package: libmysqlclient14

The runtime library should not recommend the development library. If one
thinks about it, how is the functionality of libmysqlclient14 improved
without the -dev part?

The Policy states that Recommends packages are not required but without
them a given package loses functionality and regular users really should
be installing the recommended packages. I do not undestand how this
applies in case of libmysqlclient14.
