britney only controls testing, there is no automatic check on unstable(sid) or
experimental to be self-contained, and doing so would not be feaseable: the
drawbacks of making uploads and development harder are worse than occasional
non-self-containedness of unstable and experimental's main.

It never has done so, and can't easily do so. Consider you want to introduce
packages A and B, A depending on B and B depending on A.

The feature request for britney to ensure main-self-containedness in testing
still stands, though.
