That confuses the distinction, between: 1) "real work", 2) redundant
"housekeeping" - interpreting or linking for instance, and 3) totally useless
"do-nothing" work, which results in absolutely no change after execution.

"Repeat-configuring" the system is in third group, not the second group.

While the argument could be made that the second group represents a kind of
"useful balance", for instance between "ease of expression" and "efficiency of
execution", I would suggest that the third group represents a lack of
mature judgement and skill.
