That's a fair question.  Within Debian proper, I'd like to see the tag
wind up as a warning (severity normal or minor, AFAICT), to raise
awareness that Ubuntu won't be able to import the package as is; AIUI,
Debian generally tries to discourage that sort of gratuitous formal
incompatibity.
