The Mail Merge Wizard is missing step #2, "Select document type", which gives the choice of whether the user is setting up a regular snail-mail letter merge, or whether the user is setting up an email message merge. Because this choice is not there, it defaults to a regular mail merge. So, something seems wrong with the package openoffice.org-emailmerge.
