I discovered this issue because I tried Edit -> Rotate Right, saved the PDF, reopened it, and then realized that the change didn't persist.
If an operation exists under the Edit menu, it should actually modify the document. So there should only be two options: (1) Move it to the View menu, and don't modify it.
