Fix file postrm attached, tested against 1.75.2+dfsg-5 (sid) and
1.76.0~RC1+dfsg-1 (experimental).
docbook-xsl has a Piuparts sid state of state-failed-testing, dating
back to at least last May:

The error report is as follows:

/etc/xml owned by: xml-core, docbook-xsl
docbook-xsl and sgml-data, in tandem, are causing over 400 packages to be in
state-dependency-failed-testing, representing 20% of the total in that
state. This is blocking the testing of those packages in Piuparts sid.

Reproduce by running piuparts against the docbook-xsl package.
Set to important, to reflect the number of blocked packages in Piuparts.
