About CXXFLAGS, I've gotta ask the other maintainer... he's responsible for that line in debian/rules ;-)
I think if you export the variable in debian/rules it will be picked up by the configure script. You might want to have a look at the new dpkg-buildflags mechanism, although the CXXFLAGS set in debian/rules do not look very special to me. ;)
