I packaged that for Ubuntu a while ago https://launchpad.net/ubuntu/+source/py3cairo/1.10.0-0ubuntu1 I also sent a mail to the Debian maintainers how they want to handle this update, but didn't get a response yet. As I don't use the package myself, I'd be more happy with it being under the Maintainer: flag of a Debian Python packaging team than me becoming the only maintainer.
