In debian/copyright, /usr/share/common-licenses/GPL refers to the last version of the GPL but previous versions of apt-spy to which it applies were licensed under the GPL v2, not v3. (Old sources: http://archive.debian.org/debian/pool/main/a/apt-spy/) I think it should corrected.
