I remember having something similar, and it turned out that a system tray was already added in the taskbar so it would not create another.But the error message is misleading indeed if it's your case too.So if you have little icons in the upper right corner chances are you already have the systray running.

Got the same problem too, on Sid. To get the "real english message":
  $ killall xfce4-panel
  $ export LANG=C
  $ xfce4-panel

Here it is:
  Could not create panel item "Systemtray".
