ok, I've just checked, the file isn't is the package anymore, but effectivelly 
it is not removed when upgrading from a previous version.

I think I've fixed this issue in that version of the package. We do not ship it 
anymore. It might be a leftover from the previous versions. You can safely 
delete it.

In the next version I'll take care of handling this stray file.

I can easily reproduce the error by doing:
$>/etc/init.d/procps restart

"net.ipv4.tcp_mem"
failed.

if I move temporary the /etc/init.d/ there no more error

$> mv /etc/sysctl.d/30-iscsitarget.conf /tmp
$> /etc/init.d/procps restart
Setting kernel variables ...done.
