Well, sadly xpenguins-applet is upstream dead and I didn't found the time to port xpenguins-applet to Gnome3. Sorry, but as it is also just a small frontend to xpenguins, I guess for it's best to simply remove it entirley as it doesn't server any other purpose. For the record: Users can still use xpenguins by invoking xpenguins from the commandline. See "man xpenguins" for details.
