Ah, I see your point. I agree if kexec-tools gets pulled in as
dependency for kdump-tools and ends up modifying reboot behavior, that
is an unexpected result from a user's point of view.

Instead of making kexec-tools more complicated by trying to split it, I
would rather change the default to not enable kexec reboot and let
people edit the config file to enable it. Let me give this some more
thought.
