this is already reported in http://bugs.debian.org/644629, and i had tried 
it... unfortunately, this didn't handle upgrades well 
(http://bugs.debian.org/573397), so i reverted it in version 0.12.3+dfsg-2:

qemu (0.12.3+dfsg-2) unstable; urgency=low

  * qemu-system: Switch back to using versioned dependencies for vgabios,
    bochsbios, openhackware, openbios-ppc and openbios-sparc rather than
    recommends/conflicts, to ensure a proper upgrade path. Closes: #573397.
    Reopens: #436094.


i think the only way to handle this well would be to further split 
qemu-system so that each package could only depend on the minimal sub-set of 
bios packages. this is requested in: http://bugs.debian.org/636000
