I run into this 5 years later. I'm running kernels 2.6.32-5-686 and
2.6.38-bpo.2-686, and I notice it still doesn't work, while iotop does
work. The kernel build configuration options iotop depends on are
on in both kernels:

CONFIG_TASKSTATS=y
CONFIG_TASK_DELAY_ACCT=y
CONFIG_TASK_IO_ACCOUNTING=y
CONFIG_VM_EVENT_COUNTERS=y

Shouldn't this be enough to make acct work?
