P&P1 template contains a link to libpkg-guide, which has been
seriously buggy for months:
http://bugs.debian.org/493951
In the mean time, libpkg-guide was removed from Debian. I propose to
remove all references to it from the templates.

Maybe asking the NM to document a program or utility would be a better
idea... we have tons of stuff in Debian needing manpages, after all.
