I would like to ask for some help by the readers of this bug report: can you please dig into "/usr/share/emacs/site-lisp/mailcrypt/Makefile" to understand why the "configure" target is invoked? That Makefile is read by make called by "/usr/lib/emacsen-common/packages/install/mailcrypt"; the only two calls there should be "make install-lisp" and "make distclean".
