Thanks for the report.  Would you please send me also the output of

  ls -l /usr/share/emacs/site-lisp/mailcrypt/

on your system?  I'm particularly interested in the time stamps of
configure and configure.in.

I see: the "configure" target of
"/usr/share/emacs/site-lisp/mailcrypt/Makefile" is called; it should not
be.

I would like to ask for some help by the readers of this bug report: can
you please dig into "/usr/share/emacs/site-lisp/mailcrypt/Makefile" to
understand why the "configure" target is invoked?  That Makefile is read
by make called by "/usr/lib/emacsen-common/packages/install/mailcrypt";
the only two calls there should be "make install-lisp" and "make
distclean".  Of course I will also dig into this as time permits, but
maybe someone else can be faster than me.
