In the NEWS file for 2.6.4 there is: - Restore the list-clearing behavior of "!" in a .cvsignore file (2.6.3 was only treating it as a special token in an rsync include/exclude file). This would mean that in 2.6.3 the "!" didn't actually do anything in a .cvsignore file (including not generating an error...).
