Ah, ok, I figured it out.

Since the package is from backports, please report it to the
debian-backports list[1]:

        Q: Where shall I report bugs I found in packages from backports to?

        A: Please report them to the debian-backports mailinglist. The Debian
        bugtracking system doesn't know anything about backports versions, and
        sometimes the backporter isn't in the Debian packaging team so they
        might miss the report.

Also, for the future, please use exact version numbers when reporting
bugs. :) You can get the version number of linux-tools-2.6.38 with

        dpkg-query -W linux-tool-2.6.38

Thanks for the catch and sorry for the fuss.  I look forward to the
day backports get integrated in the usual BTS in a smoother way.
